What is the penalty for gambling in the UAE?

Gambling offences are governed by Articles 460 to 463 of Federal Law No. 31 of 2021 on Crimes and Penalties (the Criminal Code).

In summary, penalties vary depending on the nature of the offence. For simple participation in gambling, penalties may include imprisonment for up to two years and/or fines of up to AED 50,000. For organising or operating gambling venues or platforms, penalties increase significantly, reaching up to ten years’ imprisonment, substantial fines exceeding AED 100,000, and confiscation of assets.

Gambling is a game whereby each party agrees, in case of loss, to pay the winner a sum of money or another agreed benefit.

Article (461)

Whoever gambles shall be punished by imprisonment for up to two years or a fine not exceeding AED 50,000.

Article (462)

Temporary imprisonment for up to ten years and a fine of not less than AED 100,000 shall apply to anyone who opens, runs, or organises a gambling venue.

Article (463)

In all cases, money and tools used in gambling shall be confiscated, and gambling premises shall be closed unless authorised for lawful use.

The Emergence of RAK Casino

In a landmark development, Wynn Resorts has been awarded the UAE’s first commercial gaming licence by the GCGRA. The company is developing a luxury resort on Al Marjan Island in Ras Al Khaimah, which will include a casino component. The project, known as Wynn Al Marjan Island, is scheduled to open in early 2027.

The resort will feature more than 1,500 hotel rooms, a 224,000 square-foot casino, extensive dining and retail facilities, and convention spaces. The development aims to position Ras Al Khaimah as a premium tourism and entertainment destination.

This project represents a significant departure from the UAE’s traditional stance on gambling. However, it is important to note that the casino will operate within a designated free zone in Ras Al Khaimah, and gambling remains illegal in other emirates, including Dubai.

Will gambling become legal in Dubai?

While Dubai continues to enforce its prohibition on gambling, developments in Ras Al Khaimah may influence future policy discussions. The success of Wynn Al Marjan Island could prompt debate around the potential economic benefits of regulated gambling in Dubai, including increased tourism, employment, and diversification.

For the time being, residents and visitors in Dubai must comply with existing laws and refrain from gambling activities. Those seeking legal gambling experiences within the UAE will need to wait for the opening of the Ras Al Khaimah resort or consider jurisdictions abroad where gambling is permitted.

Can I gamble on my phone in Dubai?

Online gambling is also prohibited in the UAE. Using a mobile phone or tablet to access unlicensed gambling websites or applications is illegal and may result in the same penalties as physical gambling. UAE authorities actively block gambling-related online platforms.
